I don't believe in writer's block. It is an excuse for something else...
I do think that there is self-doubt.. and fear of personal truth or fear (general fear). But that is not the same as being "blocked" as a writer.
I think that a writer's expectation to get everything right the very first time is also responsible for people giving up a lot of good ideas. But when you observe musicians and how long they had to practice to become accomplished or play an amazing piece, you can learn something about really good writing too.
Of course, there is punk, the "come as you are and play" - method, and the spontaneous, unedited writing that resembles it.. Stream of consciousness writing is a lot of fun for the writer! But in order to reach readers and offer content that can be understood, writing needs some polish and some examination.
I have known writers who got stuck in their conscientiousness. (I have been guilty of it myself.) That is not writer's block, though. What helped me with conscientiousness "block" / worries about personal responsibility is that there are many opportunities and many ways to express what needs to be said... To try again..
