I think that the education about addictions and what it means to live with an addict, or better yet, how to have boundaries or standards with addicts, can easily be taught at home, in the community, at school..
However, not every individual is ready to listen to it. Many people growing up in our highly addicted culture find such "education" intrusive, parental or negative.
I find it strange, because more people have suffered due to someone's abuse of substances and wasteful spending of money and time than people have suffered (in history) from people who were immensely discerning about who they partner(ed) up with.
So there is an early cultural mind manipulation at play that one has to wake up to. The people who do wake up to it usually wake up after immense pain, betrayal and losses.
